As far as I know, LibreOffice has never supported Mendeley plugin; it’s Mendeley who supported (or not) LibreOffice in their plugin. Thus, I believe, this is a question to be asked Mendeley.
And it’s likely that their answer is no.

Well, that is not true. I have use Libreoffice with a Mendeley plugin at least since version 6. That’s why I have not upgraded LibreOffice.
