I would like to install LibreOffice on a windows terminal server. Is it possible to install LibreOffice in three different languages on the same server and allow every single user to choose its own UI language?
If yes, how? Which version/language of LibreOffice should I download?

Just download main LO installer (of chosen bitness); it includes all localizations right in the package, and you choose which (multiple) localisations to install at setup time. Then, each user may choose preferred UI language in Tools → Settings → Language Settings → Languages (they need to have to have user profiles in different places to save this setting individually, which is the default if they use different credentials). If users have Windows UI set to required language, then LO will most probably have the UI language chosen correctly automatically.
The help packages are not installed with main installer; if you don’t install them (you would need individual package for each language), users will have to use online help.
