In the menu bar - select Window, then New Window.
Doing this and opening the same document will just bring focus to the currently open version of that document. So I’m going to add a feature request for this on bugs. In my case, this feature would be really useful with a command line switch.
That worked as expected, we can scroll to different locations. I don’t know whether this is new, but that looks like like what OP was asking for.
This still is not possible in different apps let alone the same app. I simply want to open the same text file in writer and calc and can’t because when you try to open it in the second app it just brings the first one to focus instead. Really limiting and irritating, and primitive by today’s standards.
