Navigator not demoting headings or not displaying some

All headings are Heading 1. When I select a heading in the Navigator and click on the right-facing arrow to demote it, nothing happens.

When I select a heading in the document and change its style to Heading 2 on the Styles and Formatting deck, that heading can no longer be seen in the Navigator.

The Navigator is set to show 10 levels Thus, that setting can’t be the reason that Heading 2 headings are not displayed.

I have restarted Writer several times but the problem remains.

I am puzzled by this behavior. Is there some sort of fix or I should just not use the Navigator for this?

Go to menu Tools item ‘Outline Numbering’, tab ‘Numbering’ and check whether the association between level and heading is still OK. If level 2 has no heading in the right preview, then click on 2 in column ‘level’, and then select ‘Heading 2’ from the ‘Paragraph style’ drop-down list. Btw, this dialog is the correct place to enable a chapter numbering.
