Please, edit your question to describe your purpose. Are you intending to create some sort of image catalogue? Are the images position at random? or arranged in some regular pattern? In the latter case, I recommend a table with fixed size cells (I’ve done that for my own photo collection).

some text pages, but most will have 3 identically sized images, in the same place on all the pages.

Actually Writer is not really designed to do “pages” - this aporoach is more common in DTP-Software like Scribus.
If I’d have to try it in Writer I would try with a master document, wich imports the different pages. So I can create a page-template with the fixed layout.
It has to be decided, where the page-breaks wil be included/generated.
(Thinking of the concept, I may use TeX.

The closest approximation to page-oriented documents is a table with such a size as it is the only object on a page. Beware! As @Wanderer points out Writer is not designed for that. In Writer text will flow continuously from page to page, allocating new pages when text spills over.
Design a template for your document(s).
The first pages will be filled as usual with the cover page, legalese, TOC, some introductory text. Just insert place holders is contents should be customised in each document (after this a template). Make use of the page styles to allow for header/footer and various page numbering.
For the “catalogue” part, create a separate page style and open a new page. In this page (which already contains an empty paragraph, preferentially styled Text Body, but any style will do because it will never be used), insert a table. As as understand your need, this table will be 1-column×3-rows.

. Copy the table and paste it in the new empty paragraph. This creates a new page.
You can now fill in the table in the older page.
Entering text in the table cells will never overflow to new pages and your cells will never expand (because they are fixed-size. If you enter too long a text with your image, a red triangle will appear to warn you about text clipping.
I also recommend maximum use of paragraph and character styles for text accompanying your images so that you can fine-tune easily the appearance.
