When I open the Animation pane list there are no options listed. Is blank (see picture below). Can’t find a solution for this problem anywhere.
I am using LibreOffice Impress 7.2. Have upgraded to the 7.3 but have the same problem.
Do I need to download/enable something?

Are the entries visible in LO Safe Mode? Click Help > Restart in safe mode > Continue in safe mode and see if OK there. If it is OK, then there might be an issue with your user profile, LibreOffice user profile - The Document Foundation Wiki . Read it carefully.
I prefer the manual method of close LO, rename the user folder and start LO to create a factory default new user folder. Then close LO and copy back those folders I want, but never config.
I opened LO in Safe Mode and YES, the Animation Side pane appeared.
Will try to figure what’s going on with my user profile as you suggested. Will get back here if I figure it out as it may help others with the same issue.
UPDATE: problem solved!
Followed @EarnestAl suggestion. Open LO Impress on SafeMode, once Safe Mode dialog box opened I clicked on “Advanced” > Archive User Profile. Closed everything
Ps: I also reset entire user profile on the same dialog box
Once I opened LO Impress again: voilà!! Animation Side pane is there!!
