OLE opened LibreOffice Writer saves as "Unknown User" and when doubleclicking is protected

I am opening a Template file (*.OTT) from a Powerbuilder app using OLE. Then I insert data to bookmarks.
When I then save the file and then I close LibreOffice., the file can not be opened by doubleclicking or by opening LibreOffice directly and trying to open this file.
Instead, it says, “This file has been locked by another user” and gives me the option to open READ-ONLY or to open a copy.

Under “More Details” it says, “User Name: Unknown User”

Are there any setting I can set so that this file is saved and can be opened in LibreOffice Writer or by double-clicking?

If I open Writer with OLE again, I can open this “Unknow user” file directly, but from a non-OLE initiated, normally opened LibreOffice I can not.

i just found out that if I save to a OneDrive folder, I do NOT get that “This file is locked by another user” message. I can open that file fine when double-clicking or from the File/Open menu… So it appears to happen due to a restriction on the folder
(the READ-ONLY property has a dark square inside of the checkbox - but that’s the same on my OneDrive folder too - I can’t be sure of the restrictions)

So that is a work-around for my first problem but . . . Still if I open LibreOffice Writer from my app using OLE, I cannot double-click any file to open it in LibreOffice.
I can use File/Open . …that works well. But I can not double click.
If I do double-click and then close LibreOffice, it notifies me of a file to recover, which is the file I tried to open but couldn’t.

So the OLE instance of LibreOffice will not allow a document to open with a double-click - only with File/Open.

If anyone has an explanation for this oddity, please let me know.
