Tigrinya (both for Eritrea and for Ethiopia) is listed as a language for Western text fonts. It should really be for CTL fonts, since it typically uses the Ethiopic script.
This site is manned by users helping other users. What you explain is a bug. It should be reported in https://bugs.documentfoundation.org/ where developers can be reached.
