is there a way to install only Draw and not the whole LibreOffice Package? 7.6xx not available anymore and 24xx only installs whole Package, also 7.6xx has some vulnerability CVE-2024-3044 | LibreOffice - Free and private office suite - Based on OpenOffice - Compatible with Microsoft

There was no change between 7.6 and 24.2/24.8 regarding installation set - it was already impossible to install only Draw on Windows (since version 4.2), and it is still possible to install separate components on Linux (depending on distro packaging).
The download page always has an “Older versions of LibreOffice (no longer updated!) are available in the archive” link at the very bottom.
If you read the page you linked, you will see the “Fixed in: LibreOffice 7.6.7” part.
