Opening a csv file gives chinese signs

when opening a csv file LO-calc opens with chinese texts. If I open the csv with a text editor (leafpad) a normal readable text appears.
I use LO in Ubuntu.
What am I doing wrong?

make sure to select the proper character encoding when opening the file. (UTF-8 vs UTF-16 vs other specific encodings)
