As the title suggests opening a MS Visio file gives a “General Error.
General input/output error.”
I am on Windows 7 on Libre Version 4.0.1.2 (Build ID: 84102822e3d61eb989ddd325abf1ac077904985)

Can you post the file so someone here on forum can open it and check if this is a problem in LibreOffice. If problem is confirmed I suggest to report a bug in bug-tracker using Help | Send Feedback option in LibreOffice. Also can you confirm that this document can be opened in MS Visio without a problem - also write a version of MS Visio you are using and can successfully open a document.

I can confirm that I also received the same error with any Visio files that I tried to open regardless of the format of the file (.vsd, vdx, etc.). I’m also using 4.0.1.2 under windows 7.
Without an example file or a reproducible problem it is a going to be difficult to determine where or why the import filter (or LO in general) is failing. As an example, here are a pair of visio files randomly chosen from the internet. Both open just fine under GNU/Linux in Draw v4.0.3.3:

It is possible that bug fdo#62299 (fixed for v4.0.2.2) was causing the problem. The German error message in that bug (“Allgemeiner Ein-Ausgabefehler”) translates as the English version provided in the question.
