I have a pdf file that i can edit in Libre office no problem but when i export it as a pdf to open in Photoshop it wont let me edit it at all? help please
I assume you created a Hybrid pdf containing the open document file as well. Maybe you should export a non-Hybrid pdf for Photoshop; maybe PDF/A instead

I don’t think it’s related to hybrid PDF. Opening a normal PDF in Draw is expected; having to export it to PDF is again expected to produce a “modified” PDF. So likely a normal PDF handling is described. However, note that LibreOffice is not a PDF editor. It imports the data that it can understand from a PDF into its own document model; and after you edit this Draw document, it exports to a new PDF, which is completely new file created from a Draw document model. It will have nothing in common with the original document internally, even if would look similar when viewed. That’s normal and expected, but still does not explain what could you mean by the “Photoshop … wont let me edit it at all”.
