persian text is displayed incorrectly when opening any file unless i made the file

when i open any file that is not made by me the text are not rendered correctly and seem to be RTL ( CTF is enabled )

but when i type text is completely normal and readable

so far LO draw,impress and writer were tested and all of them had the issue

is there any possible fix for this?
