Possible to force windows on top?

I have Ubuntu 22.04 and KDE. If I have some programs open and I try to start Libreoffice, sometimes it appears that nothing happens. I think there’s a problem and try to troubleshoot, only to find out later that it actually did start, but the Libreoffice dialog opened BELOW all the other windows. Is there a way to force it to always open at the top-most window? Thanks!

Can’t say what the cause is. Have one document myself (pw protected Writer doc) that does this in Ubuntu 20 & 22 - but not always. Don’t know of a way to force except with possibly a macro and that seems a bit excessive.
