Printing issues when merging to email

I’ve created a mail merge document in Writer with a background image and numerous frames which contain my mail merge fields. The document prints just fine if I simply try to print the merged documents to a PDF file. However, if I try to email the merged documents as attached PDFs, none of the frames (which contain the merge fields) are printing. All that gets attached is a PDF with just my background image and no frames or fields.

I’ve verified that the frames are all set to print as well as verified that this behavor is occuring on both LO Version 25.2.2.2 installed on Linux Mint 22.1 and LO version 24.2.5.2 installed on Windows 10.

I’m not sure if this is a bug, or if I’m just missing something.

Here are the files that I used create the mail merge as well as the PDF’s that get produced.

Form Letter.odt - the form letter
Email list.CSV - the data source
Merge to Printer.pdf - a sample of the PDF’s that get created if I merge to the printer (and print to PDF)
Merge to Email.pdf - a sample of the PDF’s that get created and sent via email if I try to email the merged documents (and select “PDF Document” from the “Send As” drop down box within the email options offered during the merge).
