tdf#84456 is likely unrelated to the Writer failure - and you didn’t explain what “except Writer” means - some error message? crash? unexpected results?
Everything else opens without problems except for Writer, there are no problems with presentation and tables. I do not know how to say this, writes that it cannot open and goes from sending a report and goes into safe mode and again everything in a circle. I indicated everything in the screenshots.
Literally writes:
