I have worked with Publisher for years creating menus, flyers, painting instructions with images and text, etc. I am trying to recreate a .PUB instruction sheet. Should I use Writer or Draw? How do I get text to wrap around images? I am willing to learn but need some help. Thank you!

I think that Writer is more powerfull (with text styles) than Draw
Generally, I would say Writer is the better choice. It has more DTP smarts than Word but is not a DTP application.
I use Draw for drawings and diagrams and then paste them into Writer. Occasionally, I have done entire instructions in Draw but those are normally instructions that are almost entirely diagrams.
If you need more DTP layout options than Writer offers, then consider using Scribus. It is open source DTP with support for colour management and most of the specialised options needed for DTP
