Quickstarter - Gone or Not?

However, looking at the RC1 release notes for LO 6.1.4, I see that bug tdf#118573 was fixed by @mikekaganski.

So it seems that Quickstarter has not “gone for good”.

Could I have a definitive answer to this, please?

The definitive answer is in the release notes for 6.1:

The Linux Quickstarter is removed.
