Quotation marks bug?

When I select a single quotation mark (number 145) and overwrite it with a double quotation mark (number 147), instead of a replacement I get the original punctuation enclosed within the punctuation I wanted to replace it with. eg,

'"'" (except that they’re curly / seriffed)

It also happens in reverse: "'"'

It takes a suspiciously long time, as if Writer is cranking harder than usual.

I’ve tried switching on and off Replace Single Quotes and Replace Double Quotes, and the problem persists.

Is this a bug?
