I’ve checked on other programs and it works fine there, and I think it’s only those two. I think it might be problem with the most recent update
You didn’t mention necessary information to diagnose the issue: OS name, LO version and locale.
From your description, I assume your are a German speaking user or your language has similar formatting rules.
What you see is called “typographical quotes”. This is a transformation controlled from Tools>AutoCorrect>AutoCorrect Options. Open this dialogue and go to Localized Options.
Substitution for single and double quotes is enabled with check boxes. The open and end replacement characters can be modified by pressing the buttons.
