I know how to open pdf files in LibreOffice draw, as well as exporting a Writer document into a pdf. However, what I would like to know is how I can read and edit (highlight) pdf files in LibreOffice 7.0
Do I need to install other extensions? Should I read articles in other software programs like Mendeley/Endnote/Zotero?
I am open to tips and suggestions. Thank you very much for your attention.

Any PDF reader can do that better than LibreOffice Draw can do as long as editing means for you: Highlighting text and making annotations

No, use a PDF reader (capable of making annotations and highlighting text) instead of using LibreOffice.

The mentioned software programs (extensions) got nothing to do with your question about reading and editing PDFs.

There are many PDF readers, some of which work only under the OS they were developed for. You didn’t mention your OS.

Also, I am looking for ways to edit pdf files (articles I wrote); and I want to delete adds before I post them elsewhere. When I edit in draw and export the edited file as a portable pdf the text does not look the same and the biochemical formulas are distorted. Sigh!!

When you edit a PDF in Draw, you’re editing a series of graphical pages , not a structured document. This may explain what you experience.
Considering your goal, a PDF viewer is not enough. You need a full-fledged PDF editor. Some have appeared in the past years, most are commercial products (notably one from Adobe whose name I forgot).
No experience with Windows so, sorry, I can’t give advice.
I should consider switching to Linux. In the meantime I found suggestions on the link below:
From my perspective editing PDFs is and will be a hack. PDF is the document type designated for long term retention periods in combination with security features (encryption and signing) for legal purposes (at least in the region I live in). And that direction will make editing PDFs rather more complicated that easier to perform. In that sense: Use LibreOffice Writer and create master documents and export to PDF on demand for the articles your write. Foreign PDF documents lead to a more complicated legal discussion, which I better leave off …
Many thanks for all these valuable comments. Depending on the business needs I may have to invest in Adobe Acrobat and MS Office, although rather not. Switching to OS Linux is a great suggestion, but figuring it all out by myself is too time-consuming. I would definitely need help with setting that up.
At the same time, I believe that there is a future for open-source software and better-operating systems.
