Register of my custom palette

I have endlessly tried to overcome the time consuming problem of getting my custom palette recognised since an update change created two custom palette entries on the drop-down menu In Libre Office.

Simply copying into the palette into locations does not work. There is something in the LO system not recognising it.

I used different methods to put the old LO 5.2 palette and the Tango palette, this involved extension installation and presumably triggers some kind of recognition.

So, now I have two ‘Custom’ labels on the drop down menu.
The first is the original and empty palette, which stays ‘remembered on the menu list like other palettes.
The second is my created custom palette that used to work and be remembered before the update / change. The colours are there but it is not ready when I go to the palette, it reverts to the original empty, original palette?

User palettes go to a different location than the standard palette. Have you followed the instructions in this page, Create a new color palette - The Document Foundation Wiki ?

I had given up on this project and assumed that I had been given advice to replace the official custom (blank) with my custom (colours) but had not recorded how.
In the meantime I decided to not call it Custom but another name, then it remebers the palette - like other palettes imported.
I seriously have to question the makers as to why a Custom palette has to be theirs and not mine - some weird logic on their part?
