When I try to remove duplicated rows nothing happens if it is used Cyrillic only Latin letters.
Welcome! Which of the duplicate removal method did you use? The fact is that there are many of them - a filter with the “no duplicates” option, an auxiliary column with COUNTIF(), subtotals and even a pivot table… In addition, there is an extension Remove Duplicates Fast - have you tried this?
Data → Filters → Advanced Filter → Settings → Remove duplicates

Version 6.4 is a tad old so maybe it is already fixed in a later version (7.0 or 7.1). If not, could you please file a bug and attach a sample document there? And then best also mention the bug number here. Thanks.
I tried to reproduce the experience with Cyrillic letters in the field headers and in the data. Duplicates have been removed.

I have reinstalled the LibreOffice with the last version 7.1 and I can confirm now it works perfect!
