the line number and character number of that line

that line: which one? The one where the cursor is?
character number: number of count of characters in the line? Or do you want the character number of the cursor position from the beginning of document or line?

What is your purpose? Why do you need this information? (there could be ways to get it, provided we understand what you want) Usually when a publisher imposes a limit on a paper, this limits is for the complete document and it is already in the status bar.
