Hi, rules are rules.
But how do I give answers with *** attaching files *** if I am not allowed to do it until I reach the right score?

How will I get it if those seeking help the first few times (many) does not have the minimum score to vote for my answers?

I agree. However, this forum may allow you to sound off but will change nothing. Perhaps try the AskBot site (link at bottom) or search out the LO Director’s contact (he is on Google).
