How are the scroll arrows at the top-and-bottom and right-and-left turned on?
How is the scroll button set to a constant size instead of one that continuously changes?
How is the scrolling set so that a click in the scroll bar moves only one screen or page as appropriate?
How are the scrool bars widened?

These questions are extremely OS-dependent because most of these settings are in the widget library configuration and you didn’t mention your OS and desktop manager. You didn’t even mention your LO version.
