Separate Writer file as report title page

I’d like to have a separate Writer file that is used as the title page for a base report. That way the users can create/modify their title page without the need to modify the report in Base. I’m envisioning some type of “include” or “insert” command that I would put in the report header. Then when the report was generated it would grab the Writer file and insert it in the report Writer document. Is there such a capability? I was unsuccessful in my search for it, but I couldn’t come up with a search query that I felt described what I am after.

This couldn’t be solved through the GUI of Report Builder.

What should be the content of the report? Could be it is possible to solve this through textfields and templates instead of reports created by the Report Builder.

I’m trying to provide the capability for users to create a custom title page for a report generated by Base. The format of the cover page is not so critical. The important aspect of this is that the content of the cover page is not created by editing the report file. The database users who create the cover page info will not be skilled enough to safely perform such edits. I tried some experiments with manual inserting a Writer page into the Writer document generated by Base Reports. It was not satisfactorily simple. I’m going to try a jpg next. The report generator seems to be able to include an image,

No Problems to include images, but the ReportBuilder is only designed for one page. The max height of the elements in the ReportBuilder will be the next problem.
