is there a way to make a shortcut to apply list styles: bullet or numbering in writer? i could not find such option in shortcut options.

Rather than defining a shortcut for a list style only, think of the significance of the text you want to decorate with a number or bullet. It has a meaning by itself, different from surrounding text; otherwise you wouldn’t “highlight” it with a bullet.
Therefore, define a specific paragraph style and associate an ad-hoc list style in the Outline & List tab of the paragraph style.
Every time you apply the paragraph style, the list style is also automatically applied.
You can attach a keyboard shortcut to the paragraph style too. The procedure is the same as that shown by @PKG.
