I’m running 5.0.2.2 in Ubuntu and when I right click to open a formatting dialog it can take 5-10 with a freshly started Libreoffice. It gets worse the longer the program has been open. The dialogs used to open instantaneously. I’ve tried backing up my user/ directory and starting it with a clean configuration, but I encounter the same issue.

You say that you have started with a “clean configuration”, but have you gone through the full process to start with a Default profile? Step-by-Step is here (Q58416) just in case. (Many people rush through that rather than being careful, and thus do not fix their problem)
If you have tried it & failed then you need to submit a bug-report (or use the Bug Submission Assistant).
That is all par for the course when you make use of LibreOffice Fresh. If you want a less-exciting life then install from Libreoffice Still (stable) instead.
