I cannot attach .txt file, so I’m going to paste the character below. I noticed LibreOffice cannot handle the following character that normally works in text file format.
Is there a reason why? Or perhaps specific encoding required?

i wrote this symbol in a LO Writer file and saved it as text (.txt). Then i opened the text file in my text editor, and the winking smiley was displayed normally.
