I had a text box done in MS with little clocks all around the border. Now I’m looking to re-do something along the same line but use LibreOffice (on my Mac) and cannot figure out if it is even possible to do so. I can use my Windows computer and do it in Microsoft but would really prefer LibreOffice–either writer or draw. This would be a good addition if it is not possible.
Have a look at this (German) tutorial about unicode characters as decorative elements:
4. Dekorative Rahmen als Blickfang :: Unicode-Zeichen :: Text entlang Pfad
Decorative frames as an eyecatcher :: Unicode characters :: Text along Path
You will find some screenshots and additional a sample file as source of them.
… If you know what to do it is an effort of only 5 or 10 minutes to create a decorative “clock frame”.
(The line of the shape could be formatted as invisible after creating the “clock frame”.)

This can be done in Draw (I would prefer that), Impress or Writer.
made how, by who … ?
simpler is probably to have the image you want, e.g. from pinterest :
then just put it in background of your textbox :
Thank you both, I may try each solution.
