Ok, no matter what I do, it insists on the table running to the next page. Even if there isn’t enough content on the table in order to warrant the extra space.
I can’t tell because you didn’t provide the pages with the source of the TOC (admittedly, I don’t want to see a 400+ pages document). You didn’t mention OS name nor LO version.
I see that your TOC has received direct formatting (though it is now protected against manual changes). The last paragraph in the TOC (at top of page 2) is Default Paragraph Style which should not occur unless you have tampered with the TOC generation. This spurious paragraph requests a page break.
The paragraph following the TOC is a Heading 1 one but does not appear in the TOC. This makes me very suspicious about your workflow.
