Since updating to LibreOffice 24.8.3.2 (in Windows 11) I have had problem keeping toolbars open in writer.
It dosn’t help locking toolbars in the menu.
Click in the menu View - User interface, in the dialogue do you have Standard set? Or another interface?

Do you close LibreOffice and allow it shut down fully before shutting down Windows?
In the View - User interface, Single toolbar is set.
LibreOffice is closed down completely. That was the first thing I was looking for when I got impatient.
