How do i transfer from a old computer to a new one .

My crystal ball has been sent to the wizardry shop for maintenance. Consequently, I have high difficulty to interpret your question.

I suppose you want to move your documents. Put them on a USB key and copy them into your home directory in the new computer.

@dwdutcher You may also want to have unchanged settings, templates, macros to your disposition on the target machine.
How to manage that depends on whether you installed your old and now your new LibreOffice for all users (standard) or only for one.
Details depend on the operating system of the source machine and that of the target machine.
Please provide the needed information.

If OS is the same I sometimes just cloned the old harddrive to the new one, then put the new drive (back?) in the new computer and booted.

But usually I just copied data and profiles to the new computer. For LibreOffice you find the profile at places depending on the OS, see here yourself (at Expert informations):
