Trouble with chapter titles and PDF linking the chapters correctly

My chapter titles are 3 lines (partly because it forced me to: when I changed one line, it changed all 3).

Ex:
Chapter 1
Part 3
Chapter Name

If I select only chapter name and change it to Heading1, it automatically formats all 3 lines as heading1. I decided this was ok as all I’m really going for here is the automatic table of contents generated when exporting as PDF.

My problem is that when I export, the PDF is confused about what a chapter is even though I have confirmed multiple times. For half of the chapters, the PDF sees and lists the chapter as a single chapter:

Chapter 1 Part 3 Chapter Name.

That is just fine by me. But for the other half, it lists 3 different chapters, “Chapter 1”, “Part 3”, and “Chapter Name.”

The formatting and use of Heading1 is identical for all of them. Thank you for any help on trying to figure out what is causing this. If I simply try and make chapter1 and part 3 not use heading1, it automatically removes heading 1 from chapter name as well even though it’s on its own line. Seems like its all or nothing, but it still treats them differently.

Probably you have generated only manual line breaks and no paragraph breaks for your different headings. Bad idea.
Format each level of the headings as heading n (heading 1, heading 2, heading 3…) paragraph.
Toggle Formatting Marks (CTRL+F10) to have better control.

Thank you, the toggle command was very helpful. I was then able to use (SHIFT+ENTER) to swap the paragraphs to line breaks, which cleaned things up sufficiently. Thanks for your help!
