Typed ";"becomes "," upon entering

=SUM(A1,A2) yields accurate results when numbers occupy cells A1 and A2
=SUM(C24,($B3*$E$1)) yielding Err.522, a time out error
C24, B3, and E1 contain numbers, not formulas.
The user guide instructs that the Sum function is capable of adding a formula result and a number.
What am I missing ?

Error 522 is a circular reference error. There must be a formula in one of the cells, C24, B3, or E1.

And where in the question is the "Typed ";“becomes “,” upon entering”?
