I am using LibreOffice 6.2.8.2 (x64), windows 7 64 bit, now about the problem adding ‘right-to-left’ icon to standard toolbar is not possible. I am unable to customize the standard toolbar. Unable to add Right-To-Left icon to Standard Tool bar. I even tried ‘visible buttons’ to activate but the standard toolbar flashes and right-to-left icon does not appear. Need help. Sorry my English is not good.

most probably you need to set: Tools -> Options -> Language Settings -> Languages -> Category: Default Languages for Documents -> Option: [x] Complex Text Layout and set your language within the respective dropdown.
(Doing so, made the icon appear during my test)
