Unable to move text box in Impress

I followed instrux from someone who replied to another poster with the same problem (select and hit esc key) and go to tools>options>Impress>general>allow quick editing (this was already checked), but still cannot place the text box where I want it. I am able to select it but only to edit the text inside the text box.

Right-click the text box and select Position and size > Position and Size and, under Protect, untick the checkbox labelled Position.

Is the checkbox underneath unticked, labelled Only text area selectable?
