  1. Yes you can, and actually installing new version over the previous is recommended, because this allows to automatically detect already installed components, and upgrade only those components. If you uninstall previous version first, then this information is lost, and you will be required to select required components manually again.

  2. There are cases when LibreOffice installer (an .MSI file) downloads with a different extension (like .MAN, etc). Simply rename to .MSI and run.
