If I were to solve this problem “as is” (using a filter by the value that is not in the column), then somewhere aside I would copy the name of the column with the condition into a cell, write a formula like as ="<"&AVERAGE(D2:D500) (or other range to average) and would apply the Advanced Filter to the source table, specifying these two cells as Read filter criteria from
