v6.3.3 "built in help" doesn't work, keeps going to online help

Just installed version 6.3.3 and tried using the “built-in help”, which is supposed to be built-in, but I keep getting sent to the online help.
Is there some kind of configuration I need to be doing or what?

Are you certain you are getting on-line help? Current off-line help displays in a browser and URL begins with file:
