More information would be very helpful for solving the problem. For example, listing the operating system you use (e.g. Windows/Linux/MacOS), the method of installation (e.g. from the Releases page, via a package manager, via Snap, etc.), the previous version of LibreOffice you had installed, and whether the issue occurs on all documents (or just on ones with e.g. large images) would go a long way (:
Testing locally with LibreOffice Writer 25.8.2.2 on Arch Linux (with Wayland), I could see some delayed scrolling if I enable “Smooth Scrolling” from Tools → Options → LibreOffice Writer → View → (right column) → Smooth Scrolling. (There’s probably some bug here…)
Not sure if it would do anything, but maybe try switching that option on or off and seeing if that fixes anything?
