What tool/process is used to create the online Guide to LO

I would like to create content for a website that mimics the format of LO online guide (Preface) with sidebars showing Table of Contents and an Index and the center containing the text.
The goal is to present an organization’s Constitution, By-laws, policies, rules, etc.
The format used is perfect for my use case. There was reference to the TOC in the sidebar being generated in Writer.

Is there a software tool that formatted these pages or was it done via a manual process.
Any direction that could be provided or a referral to someone would help me tremendously.

Looking at the source of that page, I note there is a comment in the HTML;
