In the deb packages for 6.2.7 and 6.2.8 (which are the only two I’ve looked at on Linux), the icons in the drop-down menus (all of the drop-down menus, not just File, and I checked both Calc and Write) are missing. They exist on Windows LO 6.2.8, though.
Am I doing something wrong, or is this a known issue?

check Tools -> Options -> LibreOffice -> View -> Category: Menu -> Option: Icon in menus -> Dropdown: Show

“Icons in menus” is currently set to Automatic in both Linux 6.1.6 and Windows 6.2.8, and the icons are displayed. Why do they not display in Linux 6.2.8 when “Icons in menus” is set to Automatic?
I don’t know - but you did not provide all relevant information (Linux distribution and version, VCL plugin used, desktop manager in use, theme of your desktop manager etc.) and automatic just means in your special environment that it “automatically” chooses / results in to not display icons (on my Linux [openSUSE 15.1, KDE, VCL: kde5 and theme “Breeze” and LibreOffice ions style “breeze”] automatic results in showing the icons). A couple of questions:
VCL = Visual Class Library; it can have different backends/plugins depending on which desktop and window manager is used. Icons automatic means the platform’s style is followed if possible. Gtk3 with Gnome for example does not display icons in menus.
