Where did the "Text Direction" go in Writer's page format?

I recently updated to LO 5.3.6.1 and in Writer I could no longer change the “text direction” under the Format->Page->Page screen. Did this option get moved or removed?

It’s there in 5.4.0.3 on Windows. Is “Complex text layout” set in Tools → Options → Language Settings Languages?
