In Writer it is in View/Toolbars/Text Objects. If I copy an object(a text box) from Writer to Draw, it keeps. However, there seems no display for this parameter.
Besides, Export to .svg does not consider the parameter in Draw.

I cannot find “Text direction from top to bottom” in the Text Objects toolbar. Can you be more specific?
Draw is much more powerful than Writer when it comes to “fancy” properties of drawing objects.
Enter your text in a shape (rectangle or text box in your case). Select the shape and Format
>Position & Size
or F4, go to Rotation
tab. Set the rotation angle to any value you like.
If your need is to display text at an angle inside an unrotated rectangle, use a text box for text (a rectangle without border) and group it with (inside) an unrotated rectangle.
