You’re in “multilingual” context. Make sure you use an adequate paragraph style: I suggest you define 2 Text Body styles: the standard one where you force Language to English in Font tab and a derived one where you set Language to Hebrew.
After that, set the paragraph style appropriately in text and everything should be fixed, notably the position of punctuations.
Note: if your text frequently switches between both languages, you may need to duplicate many styles (e.g. list styles)
