Why did LibO apps stop working?

My client has been using LibWriter 4.4.x for a while now. Today it stopped working. Clicking on app or .odt file, cursor is busy for 4-5 seconds, then nothing. Client did nothing to the system in between it working and not.
I downloaded the latest Fresh installer from web site. Install says “verifying”, then about 3/4ths complete, it stops with generic error and does a rollback. Install never completes.
Running on Windows 7.

As LibO 4.4 worked for while and stopped only suddenly, I suspect something went wrong with user profile; thus I would reset my user profile. For details please refer to: https://wiki.documentfoundation.org/UserProfile

Should this not be the solution, I would remove LibO entirely which must include also a renaming of the user profile to allow LibO creation of a new user profile.
