In Kubuntu 20.04 Libreoffice base was not installed when I installed the suite.
In previous versions, it was always installed by default.
Is there a way I can install it?

It appears you installed LibreOffice from the software center. Distro versions typically do not install Base with the suite - especially on a new install. Go back to the software center and look for LibreOffice Base and add that in addition to the suite you already installed.
