Why does 6.0.3 download as 2 files, one ending "msi.part"?

what looks like the main file is empty
why is there secondary file "LibreOffice_6.0.3_Win_x64.msi.part?

cannot install the update.

this has also happened with previous updates.

Your downloading application creates those temporary .part files while downloading, and is expected to remove/rename/do something else clever with them upon successful download. That you see them means that something went wrong with the download or with the application itself… so it’s expected in this case that the downloaded file might be broken.

Nothing to say more without further details (OS/downloading application, and possibly something else interfering, like antivirus/proxy/etc.).
